The James “Barney” Waters Endowed Scholarship was established in 2001, in memoriam, to honor his outstanding devotion and commitment to Bowie State College (now University) as a student and alumnus.  He was a member of the Classes of 1934 and 1948.  As a student, he was a member of the Track and Field Program and involved in other athletic and extra-curricular activities, including football and basketball.  He was a long-standing Chairman of the Bowie College Athletic Hall of Fame Committee.  He was also a proud member of the President’s Club and the Century Club.  In 1957, James “Barney” Waters was one of the founding members of the Montgomery County Chapter (MCC) of the Bowie State University National Alumni Association, Inc.  Over the next 30+ years, he held key positions such as the MCC’s President and Financial Secretary.  He also served on several MCC committees and worked diligently to raise funds for student scholarships and to provide financial assistance.  In addition, his work resulted in monetary donations to support various activities at Bowie State College.
